On September 22 last year the Parliament received a bill to restrict Sunday trading ["Project"]. The project is civic, and its main initiator is the National Secretariat of Banks, Commerce and Insurance NSZZ Solidarność. Even before the first reading of the Project, the experts analysing this issue emphasized that the effects of the Act will affect the logistics sector, including courier companies and warehouse terminals.
Basically the Project aims to establish the rules of the ban of trading in commercial establishments and entities acting on behalf of trade on Sundays except for a few Sundays a year, where the need for trade is dictated by a special necessity to meet the needs of the population and to establish rules of hourly trade restrictions on the Christmas Eve and Holy Saturday. Nevertheless, a closer reading of the text of the Project leaves no doubt that at the same time, it will have a measurable impact on the functioning of the TFL industry, especially that the prohibitions contained therein, and involving not only trade, but also sorting and delivery of goods shall be valid until 6am on Monday.
By the end of February this year, the Council of Ministers is expected to present its position on the provisions of the Project. It is pointed out that, among others, ports will be excluded from the scope of the bill.
